Reporting a bug
Say what you were doing and what happened instead. Include the URL of the page you were on, because it carries the filters and usually reproduces the problem on its own. A screenshot helps when something looks wrong rather than behaves wrong.
Post it in the development Discord, or send it by EVE mail or email.
Suggesting something
Same places. It helps to say what you were trying to do rather than what you think the feature should be, because there is often a better answer than the one either of us thought of first.
Not everything gets built, but it all gets read.
